To strongly disapprove. To strongly disagree. To say something is very wrong. For example a President of one country can condemn the actions that he/she doesn't approve that are taking place in another country. He/she may not have the authority to do anything directly but he/she can express strong disagreement by saying he/she would condemn such actions.
