Yes you can do this


Go to your google drive site
login
Pick your folder
Click share button at top
Look for "Who Has Access" section
Look for "change"
Give access to
    Public on the web - Anyone on the Internet can find and view

The way I did this correctly as of now (2017) is


Visit Google drive on web
Make sure the folder is public
Right click on the file
Get the share link
Replace /open with /uc in the URL
Replace https with http (I was told)

right-click and copy the image address

This address seem to reflect the "...googleusercontent" as well and hence seem to work.
