To enable, conditional url redirection, currently this is possible only with a filter. Develop a an exception generator part that can work in association with an ifpart to provide this.
Also see if this can be done using the redirect tag names. Have both anyway.

Needed for backward compatiability
I have implemented a home page scheme based on a entry in the users file set. This may not be very efficient. This is working for now. But consider alternatives and a better scheme to implement it.
